The chapter on Islam concludes with an eye to the U.S. rivalry with the Soviet Union. Far from viewing Islam as a “bulwark against Communism,” as later was the case, the Military Intelligence Service sees Muslims as easy prey for Moscow. It finds Muslim states “weak and torn by internal stresses” and deems their peoples “insufficiently educated to appraise propaganda or to understand the motives of those who promise a new Heaven and a new Earth.” The analysis ends on a sober note: इस्लाम के सम्बन्ध में यह अध्याय सोवियत संघ के साथ अमेरिका की शत्रुता पर दृष्टि रखने के साथ ही समाप्त होता है. इस्लाम को कम्युनिज्म के विरुद्ध एक सुरक्षा दीवार माना गया परन्तु सैन्य खुफिया सेवा ने इसे मास्को का सरल शिकार बताया है. इसके अनुसार मुस्लिम राज्य कमजोर हैं और अपने अन्तर्विरोधों से टूट चुके हैं तथा इन देशों के लोग इतने शिक्षित नहीं है कि नये स्वर्ग या नयी घरती का आश्वासन देने वालों के हेतु को समझ सकें.

Both [cities] had long been sites of religious thinking, but it was only in the seventeenth century that their efforts to reconsider the Hadith Reports made them intellectually prominent. The scholars reviewed basic Shari'a documents with an eye to purifying society of non-Islamic practices. As in the Protestant Reformation, the assertion of the right to reconsider old decisions was in ways even more important than the specific content of that review. Even though these scholars (like Martin Luther) had a profoundly conservative intent, their activities had a radical effect, clearing the way for others too to re-examine the Islamic record and draw new conclusions. The efforts of scholars in Mecca and Medina became known throughout Islamdom via the hajj, as pilgrims each year returned from the Hijaz bearing new ideas. दोनों ही शहर लम्बे समय से मजहबी विचार के केंद्र रहे हैं परंतु सत्रहवीं शताब्दी में हदीथ पर पुनर्विचार के उनके प्रयासों के बाद ये बौद्धिक रूप से कहीं अधिक महत्वपूर्ण हो गये। विद्वानों ने मूलभूत शरियत की पुनर्समीक्षा की और वह भी अपने समाज को गैर इस्लामी चलन से शुद्ध करने के प्रयासों के चलते। जिस प्रकार प्रोटेस्टेंट सुधार के दौरान प्राचीन निर्णयों पर पुनर्विचार करने के अधिकारों को लेकर आग्रह उस पुनर्विचार की विशिष्ट सामग्री से भी अधिक महत्व का था । हालाँकि इन विद्वानों का आशय कहीं अधिक परम्परावादी था परंतु उनकी गतिविधियों का क्रांतिकारी प्रभाव रहा और इसके चलते दूसरों के लिये भी इस्लामी रिकार्ड के पुनर्मूल्याँकन और अपना निष्कर्ष निकालने का मार्ग प्रशस्त हो गया। मक्का और मदीना में विद्वानों के प्रयासों के बारे में समस्त इस्लामी जगत को हज के द्वारा पता चला जब प्रत्येक वर्ष तीर्थयात्री नये विचार लेकर हिजाज से लौटते हैं।
